The Fuller Brush Company Celebrates First Year with QVC;
Ships More Than One Million Pounds of Product to Fulfill Sales

LEICESTER, NY...  April 11, 2003 - CPAC, Inc. (Nasdaq: CPAK) is pleased to announce the completion of a remarkable first year between its Fuller Brush Company subsidiary and QVC, the e-commerce leader whose programming reaches more than 84 million U.S. households.

The Fuller Brush Company began airing selections from its comprehensive line of quality home care cleaning products on QVC on March 26, 2002. During that first "Fuller Brush Household Care Hour" five product groups sold out within the televised hour.

In the intervening year, Fuller household products like the popular Tile and Grout Cleaner Kit and the Bowl Cleaner and Swab Kit have been featured on a dozen one-hour shows and more than two dozen eight-minute airings, often resulting in complete sellouts of certain products. To fulfill the QVC sales generated over the twelve months, Fuller has shipped more than one million pounds of liquid and aerosol cleaning products, as well as carpet sweepers, brushes, and specialty applicators, comprising more than 1,800 pallets and 225,000 cartons.

According to G. Robert Gey, President of The Fuller Brush Company, "Our strong and successful relationship with QVC demonstrates a shared commitment to provide cost effective solutions to household cleaning issues. QVC's vast consumer marketing experience has helped guide the development of sought-after home cleaning formulas packaged with unique applicators, all manufactured at our plant in Great Bend, Kansas."

Mr. Gey continued, "In QVC we have found the ideal associate, with whom we are proactively executing our stated growth strategy. The Fuller Brush brand benefits greatly from this television broadcast exposure, which is beginning to drive growth in other distribution channels. Based on our record of success, we have been invited to expand our presence on the QVC.com web site, and are working to develop relationships with QVC in the United Kingdom, Germany, and Japan."

Ken O'Brien, QVC's Director of Merchandising Home Fashions commented, "Fuller products have a host of desirable attributes that make them a good fit for QVC. They are wonderfully demonstrable, have original and unique qualities, and are backed by a credible and nostalgic brand."

John Russell, QVC's Director of New Business and Marketing, ProductWorks remarked, "We have a great relationship with Fuller. For nearly 100 years, and still today, Fuller products have come into people's homes through a door-to-door salesman. But now they can also come into people's homes through QVC. We've had great success with Fuller's home care products and plan to introduce Fuller's personal care line in an upcoming 'Spa and Salon' show."

Russell continued, "Fuller's responsive team has shown it will do whatever it takes to be successful. In this first year, we've focused on products that already appear in Fuller's catalogs, but together we're developing a host of new products designed specifically with QVC's customer in mind."
